Through YAKAP, eligible PhilHealth members may access primary care services such as consultations, laboratory tests, cancer screening referrals, and outpatient medicines before a health concern becomes worse.
The important reminder is this: members cannot simply walk into any clinic or pharmacy and ask for free services. They must first register with a YAKAP Clinic, which will serve as their primary care provider under the program.
Here is a practical guide on how to apply for PhilHealth YAKAP and what benefits members may use after registration.
What Is PhilHealth YAKAP?
PhilHealth YAKAP, or Yaman ng Kalusugan Program, is a primary care benefit program that helps members monitor their health, detect possible illnesses early, and receive the proper care or medicines when needed.
Instead of focusing only on hospitalization, YAKAP gives members a way to access basic health services before their condition becomes more serious.
Under the program, a registered member will be linked to a chosen YAKAP Clinic. This clinic becomes the member’s first stop for consultation, assessment, prescriptions, laboratory test requests, and referrals for covered services.
Who Can Register for PhilHealth YAKAP?
YAKAP is available to PhilHealth members across different membership categories.
This includes government and private employees, kasambahays, indigent members, Persons with Disabilities, self-earning individuals, lifetime members, 4Ps beneficiaries, infants, Overseas Filipino Workers, solo parents, senior citizens, and qualified dependents such as children below 21 years old.
Before registering, members should make sure they already have a PhilHealth Identification Number or PIN.
Those without a PIN must register with PhilHealth first before they can be assigned to a YAKAP Clinic.
Members should also check if their PhilHealth membership and contributions are active and updated, as inactive status may affect eligibility for benefits.
How to Register for PhilHealth YAKAP
1. Prepare Your PhilHealth Identification Number
Your PhilHealth Identification Number is needed for YAKAP registration.
This is the number that links your PhilHealth membership record to your chosen YAKAP Clinic. Without it, you will need to complete your PhilHealth registration first.
2. Choose a Registration Channel
PhilHealth members may register for YAKAP through any of these channels:
The eGovPH app, the PhilHealth Member Portal, a PhilHealth Local Health Insurance Office, or directly through the member’s chosen YAKAP Clinic.
For many members, the online route may be more convenient. Through the PhilHealth Member Portal, members can access their records, view or print their Member Data Record, pay contributions, and select a YAKAP Clinic.
For registration through the eGovPH app, open the app, go to National Government Agencies, search for PhilHealth, select the PhilHealth Member Portal, click the YAKAP tab, then choose “Add YAKAP Clinic” for member or dependent registration.
3. Pick an Accredited YAKAP Clinic
This is one of the most important steps.
Members need to choose an accredited YAKAP Clinic that will serve as their primary care provider under the program.
It is best to choose a clinic that is convenient to visit because this will be the member’s main clinic for YAKAP-related consultations, prescriptions, laboratory requests, and referrals.
Qualified dependents also need to be registered with a YAKAP Clinic. They may be assigned to the same clinic as the principal member or to another accredited clinic that is more accessible to them.
Members may check PhilHealth’s list of accredited YAKAP Clinics to find available public and private facilities.
4. Visit the Selected YAKAP Clinic
Even if registration is done online, members still need to visit their selected YAKAP Clinic for their first patient encounter.
This first visit allows the clinic to record the member’s health profile, risks, concerns, and other basic information needed to provide proper care.
Members will also be asked to sign the YAKAP Empanelment Slip. This formally links the member to the chosen YAKAP Clinic.
In simple terms, empanelment means the clinic becomes the member’s assigned primary care provider under YAKAP.
What Benefits Can Members Use Under PhilHealth YAKAP?
Once registered and empaneled, members may begin using covered YAKAP benefits through their chosen clinic.
The key reminder is that most services still begin with the YAKAP Clinic doctor’s assessment. The doctor will determine if the member needs laboratory tests, medicines, or referrals for cancer screening.
Covered Consultations and Laboratory Tests
If the YAKAP doctor recommends laboratory tests, the clinic may either provide the service directly or refer the member to a partner diagnostic or laboratory facility.
For public YAKAP facilities, covered consultations, basic laboratory services, and other included primary care services should be free of charge.
For private YAKAP clinics, the patient co-payment is capped at ₱900 per member per year.
Once that annual cap is reached, remaining covered and medically necessary YAKAP services for the year should be provided at no additional cost.
Cancer Screening Referrals
Cancer screening tests are not automatic for everyone.
Members should tell their YAKAP doctor about symptoms, risk factors, or family history that may require further screening.
If medically necessary, the YAKAP Clinic doctor may issue a referral for covered cancer screening services.
Covered screening services may include mammogram, breast ultrasound, low-dose chest CT scan, alpha fetoprotein, liver ultrasound, and colonoscopy.
Up to ₱20,000 Worth of Outpatient Medicines
YAKAP also includes PhilHealth GAMOT, or Guaranteed and Accessible Medications for Outpatient Treatment.
Through this benefit, eligible beneficiaries may access up to ₱20,000 worth of covered outpatient medicines per year.
The medicine benefit covers essential medications for conditions such as infections, asthma, chronic obstructive pulmonary disease, diabetes, high cholesterol, high blood pressure, heart conditions, and nervous system disorders.
Members must first get a prescription from their YAKAP Clinic doctor before claiming the medicines through an accredited pharmacy or GAMOT facility.
The ₱20,000 limit applies per beneficiary per year. This means qualified dependents may also have their own annual medicine limit, provided they are properly registered and empaneled.
If the prescription goes beyond the annual limit, the beneficiary will have to pay the excess amount. The pharmacist should inform the patient if the balance has already been exceeded, and the remaining amount should appear on the GAMOT Availment Slip after the medicines are released.
Before leaving the clinic, members should ask where they can claim the prescribed medicines. Not every pharmacy is part of the program, so it is better to confirm the nearest accredited GAMOT facility first.
If one accredited pharmacy does not have all the prescribed medicines, members may ask if the remaining medicines can be claimed from another accredited GAMOT facility.
For maintenance medicines, the YAKAP Clinic doctor may prescribe up to three months’ worth, but the pharmacy may release only one month’s supply per visit.
