Step-by-step process for securing your child’s travel clearance

Traveling abroad with a child can be exciting, but it also involves following specific legal procedures. The Department of Social Welfare and Development (DSWD) requires minors traveling alone or without their parents to secure a travel clearance. This process ensures the child’s safety and prevents possible human trafficking or exploitation.

The DSWD has made the process easier with the launch of the Harmonized Electronic License and Permit System (HELPS), an online platform where parents or guardians can file applications, upload documents, and pay fees digitally.

Who Needs a DSWD Travel Clearance
A travel clearance is required for Filipino minors traveling alone, with someone other than their parents, or with a non-relative. It also applies to children traveling with one parent when the other parent does not give consent or is unavailable.

Key Documents Required
Applicants must prepare several documents before filing online. These include the minor’s birth certificate or passport, a completed application form, a written parental consent, and valid IDs of parents or guardians. Additional proof, such as a marriage certificate, solo parent ID, or certificate of legal guardianship, may also be needed.

For minors studying abroad, an acceptance or enrollment certificate from the foreign school must be included. If traveling with a companion, their passport copy must also be submitted.

Online Application Made Easier
The HELPS system simplifies the process. Once the documents are ready, parents can log in, fill out the online form, upload files, and pay the processing fee. The DSWD then reviews the application, and the clearance can be released electronically or in person.

Minors traveling with both biological parents or a legal guardian do not need a DSWD clearance. Those with dependent or permanent resident visas are also exempt.
