Visa is revolutionizing public transportation in the Philippines by launching contactless fare collection across the entire Metro Rail Transit Line 3 (MRT-3), in partnership with the Department of Transportation (DOTr) and other key collaborators. This initiative supports Visa’s broader mission of promoting financial inclusion with contactless MRT-3 payments, while simultaneously boosting tourism and improving commuter convenience.
With Visa’s digital infrastructure now implemented across all 13 MRT-3 stations, more than 350,000 daily commuters can benefit from secure, faster, and more accessible train rides using Visa cards, QR codes, or NFC-enabled devices. This innovation could increase ridership by up to 10%, based on data from the Visa Economic Empowerment Institute, while simultaneously stimulating economic activity by easing urban mobility.
According to Jeffrey Navarro, Visa’s Country Manager for the Philippines, “Modern, seamless payment systems are essential for vibrant urban economies. Upgrading fare collection not only improves commuter experiences but also attracts investment and productivity by making Metro Manila more connected and efficient.”
The move to financial inclusion with contactless MRT-3 payments is in line with global mobility trends. Visa’s Global Urban Mobility Survey revealed that 58% of Asia Pacific commuters prefer a single payment method across transit modes, and 96% expect contactless payment options. With this transformation, Metro Manila joins the ranks of global cities like Tokyo and Singapore in transit innovation and convenience.
Beyond efficiency, this program aligns with Visa’s advocacy for digital and financial inclusion. By leveraging everyday tools such as cards and mobile phones, even the unbanked and underbanked populations can now participate more easily in the formal economy. “Digitization in public transport doesn’t just make commuting easier; it opens doors to financial empowerment,” Navarro emphasized.
This development also removes friction for international and local travelers. Based on Visa’s 2023 Global Travel Intentions Study, 97% of Asia Pacific tourists bring cards on their trips, yet 44% still face payment issues in the Philippines. Contactless MRT-3 payments now make travel more convenient and enjoyable, reinforcing the country’s appeal as a tourist-friendly destination.
Following the success of Visa’s cashless transit rollouts in Cebu, Mandaue, and Bacolod, the MRT-3 upgrade exemplifies the scalable potential of these systems. Visa’s portfolio of over 870 global tap-to-ride transit projects cements its leadership in transforming public mobility into a catalyst for inclusive growth and digital progress.
