Philippines NG911 emergency response system becomes the ASEAN model for next-generation public safety technology
The Philippines NG911 emergency response system has made the country the first in Southeast Asia to fully deploy a nationwide, unified emergency network.

Ishka Villacisneros, Chief Financial Officer of NGA 911 LLC in the United States and President of NGA 911 Philippines, said the system positions the country as the ASEAN benchmark for modern emergency communication technology.
Launched on September 11 by the Department of the Interior and Local Government (DILG), in partnership with NGA 911, PLDT Enterprise, and ePLDT, the Philippines NG911 emergency response system connects every call for help to the nearest responder in seconds.
On its first day, the system achieved a 94.42% efficiency rate and processed over 61,000 calls. It can automatically filter out test, abandoned, and prank calls, allowing faster responses to real emergencies.
The new system integrates advanced technology that supports real-time communication via text, social media, bodycams, and drone video. Even in remote areas with no mobile signal, responders can locate callers through Starlink satellite connectivity. Average response times have dropped from 1.5 hours to about 5 minutes.
“This system makes every Filipino safer and more connected,” said Villacisneros. “Whether you’re in a city or a barangay, someone will always pick up your call and send help.”
Next Generation 911 Philippines is now focused on expanding the system across all local government units, enhancing responder training, and raising public awareness.
Countries such as Vietnam, Thailand, and Indonesia are now looking to replicate the Philippines NG911 emergency response system. Villacisneros aims to make the Philippines the regional hub for public safety innovation.
“The Philippines is no longer just adopting technology,” she said. “We are now leading the region in saving lives.”
