The number of socialized housing units financed also increased, reaching 10,904 homes, compared with 3,987 in 2025—a rise of approximately 173 percent.

The agency linked the growth to expanded financing options under the government’s Pambansang Pabahay Para sa Pilipino (4PH) program, including a 3-percent subsidized home loan rate for qualified socialized housing borrowers.

More financing for low-income homebuyers

Pag-IBIG CEO Marilene Acosta said socialized housing now represents nearly 16 percent of all homes financed by the Fund, compared with around 7 percent a year earlier.

The segment serves minimum-wage and low-income members seeking affordable housing.

Housing Secretary Jose Ramon Aliling, who chairs Pag-IBIG’s board of trustees, said the figures reflect progress toward making homeownership more accessible under expanded 4PH.

He said financing options are also creating opportunities for members in the middle-income sector.

Expanded housing choices

Under expanded 4PH, qualified buyers of socialized housing units may access Pag-IBIG’s subsidized 3-percent rate, whether purchasing eligible condominium units or homes in subdivision developments.

DHSUD said the program has broadened beyond vertical housing to include house-and-lot packages, lots-only options, rental housing, the Enhanced Community Mortgage Program, and other approaches.

Pag-IBIG has also introduced promotional rates of 4.5 percent for eligible loans up to ₱4.9 million and 5.75 percent for eligible loans above ₱4.9 million up to ₱10 million, subject to applicable qualifications and program terms. These promotional rates should not be assumed to apply throughout the entire repayment period.
