Local government units are improving disaster readiness with the help of the PLDT-Smart Ligtas Kit, a compact communication bundle built for emergency use. This tool fills crucial gaps in disaster risk reduction and management, especially in high-risk and remote areas.
Real-time response in remote towns
In Kapangan, Benguet, emergency updates once took hours to reach isolated barangays. Now, officials send advisories faster and with more accuracy. Since adopting the kit, the town has reported no disaster-related deaths.
Datu Odin Sinsuat in Maguindanao del Norte used the kit during a nighttime flood. It allowed responders to issue real-time alerts and coordinate rescues, preventing any casualties.
Ligtas Kit: More than a communication tool
The kit includes solar-powered tools, mobile connectivity, and serves different purposes:
- In Catarman, Northern Samar, it powers devices during outages.
- In Kapangan, it’s the main hotline for emergencies.
- In Datu Odin Sinsuat, it supports training and early risk assessments.
Improved community involvement
In Catarman, residents now send updates and photos during floods. Early evacuation and monitoring have improved since the kit’s use began.
Responders also benefit. In long operations, they use the kit to communicate with their families—boosting morale and focus.
Training adds impact
Each kit includes Emergency Communications Training (ECT). LGUs say the training helped them use the tools better for barangay-level campaigns and planning.
Kapangan MDRRMO Erick Abangley stressed, “It’s not just about the tool—it’s about capacity.”
Nationwide impact
PLDT and Smart have deployed 56 Ligtas Kits to LGUs. The program supports disaster preparedness and aligns with UN SDG 11 and SDG 13.
Through practical tools, targeted training, and close LGU coordination, the Ligtas Kit is strengthening community response—saving lives before, during, and after disasters.
