Jojo Carpio rises through ranks as new AF Payments CEO

AF Payments Inc. (AFPI), the company behind beep™ cards and the fare collection system in Metro Manila’s light rail network, has announced the appointment of Remigio “Jojo” Carpio Jr. as its new President and Chief Executive Officer. He succeeds Jonathan Juan “JJ” Moreno, who led the company through a transformative period of growth, innovation, and expanded partnerships in the mobility space.

This leadership transition marks a new chapter for AFPI, as Carpio becomes the fourth President and CEO since the company’s establishment in 2014. AFPI is a consortium formed by the Ayala and First Pacific group of companies, following their successful bid for a 10-year Concession Agreement with the Department of Transportation (DOTr) to implement an Automated Fare Collection System (AFCS) in LRT 1, LRT 2, and MRT 3 under a Public-Private Partnership (PPP) project.

“I am honored to take on this new role at such a pivotal time for AF Payments, and would like to assure our customers, partners, and stakeholders that I will build on the momentum we’ve achieved and lead the company toward a sustainable future. I envision that future to be continuously powered by smart mobility, inclusive innovation, and a commitment to creating lasting impact for the communities we serve,” said Jojo Carpio, newly appointed President and CEO of AFPI.

Over the past eight years, Carpio has steadily risen through the ranks at AFPI, bringing with him a deep understanding of its operational and cultural dynamics. Since joining the company in 2017 as Service Delivery Lead, he has held key leadership roles as Head of Rail Services and Special Projects, Chief Rail Operations Officer, and, most recently, as its Chief Operating Officer.
With over 30 years of experience across technical, commercial, and leadership roles in both local and international settings, Carpio is widely regarded as one of the country’s foremost experts in Automated Fare Collection Systems and related technologies. His expertise spans Information Technology, Quality Assurance, Engineering Design, AFCS Operations and Maintenance, Project Management, Service Delivery, Procurement, and Technical Consulting. He has also collaborated extensively with both public and private sector partners to champion innovation in public transport and payment solutions.

“As our existing Concession Agreement with the Department of Transportation nears its conclusion and discussions on a possible extension take shape, I remain confident that AFPI is well-positioned to play a critical role in the future of mobility in the Philippines,” said outgoing CEO JJ Moreno. “Under Jojo’s leadership, I trust that AFPI will stay true to its mission—leveraging technology to enhance the commuting experience while maintaining the strong partnerships that have brought us this far.”

Carpio takes the helm as AFPI expands its role beyond fare collection to become a full-fledged provider of integrated mobility solutions serving commuters, operators, merchants, and government partners alike.
