Toward Transparent Digital Governance with GoodGovChain
Baguio City has taken a step toward digital accountability by partnering with BayaniChain to launch GoodGovChain, a blockchain-powered governance platform designed to make public records transparent, secure, and verifiable.
Mayor Benjamin “Benjie” Magalong led the signing of a Memorandum of Agreement with BayaniChain CEO Paul Soliman, officially making Baguio the first local government unit (LGU) in the Philippines to adopt this system.
How GoodGovChain Works
The platform, built on BayaniChain’s Digital Public Asset Framework and powered by Prismo Protocol and Lumen Blockchain-as-a-Service, records budgets, procurement data, and infrastructure projects on a blockchain. Citizens gain open access to verified documents through an online dashboard while sensitive data remains protected.

Savings and Efficiency
The pilot runs in the cloud, allowing fast rollout and easy scaling. While there are operating costs, the system is expected to reduce expenses by cutting printing, courier services, and storage needs. Audit cycles also become shorter since data is instantly verifiable.
Link to National Reform
The move aligns with Senator Bam Aquino’s proposed “Blockchain the Budget” bill, which aims to secure and monitor the national budget with blockchain. GoodGovChain is already showing how this framework can be deployed at the LGU level.
Mayor Magalong emphasized that transparency is at the heart of the initiative. “The only way we’ll be able to truly have open data is to ensure everything is placed on blockchain before publishing it,” he said, stressing that the system gives the city confidence to share records without fear of tampering.
A Model for Other LGUs
GoodGovChain mirrors the hybrid architecture used by the Department of Budget and Management (DBM) Blockchain System, which secures key budget documents like SAROs and NCAs. With Baguio City as the pilot, the platform sets a model for other LGUs to adopt blockchain in governance.
This marks a significant step toward transparent digital governance in the Philippines, with Baguio City at the forefront.
