Philippines Startup Ecosystem Growth Gains Momentum Amid Global Ranking Rise
The Philippines’ startup ecosystem is on the rise. The 2025 Geeks on a Beach (GOAB) in Mactan, Cebu highlighted this growth and the government’s strong role in pushing innovation.

Representatives from DTI, DOST, DICT, and the National Innovation Council (NIC) presented updates on the Innovative Startup Act and the Philippine Innovation Act. These laws aim to strengthen MSMEs and create a unified innovation strategy across the country.
NIC Executive Member Monchito Ibrahim said the Philippines has climbed to 50th in the 2025 Global Innovation Index, up from 90th twelve years ago. He said this reflects progress and regional competitiveness alongside Vietnam, India, and China.
The ISA Council is now working on a roadmap toward 2030. Its targets include 50 new Technology Business Incubators (TBIs), $10 billion in investments, and four Filipino unicorns. DOST’s Russell Pili said the country already has 81 incubators, up from 12 a decade ago. Most are based in universities, now seen as critical in nurturing early-stage innovations.
Plug and Play Tech Center Co-Founder Jojo Flores said half of his unicorn investments came from universities. He said the Philippines can replicate that model if it continues to grow university-based incubators.
Despite gains, officials admitted challenges remain. DOST’s Edward Paul Apigo said funding is the biggest barrier since no specific budget exists for startup programs. Pili added that stronger data is needed to justify higher funding in Congress.
Still, collaboration between agencies and the private sector gives optimism. As GOAB 2025 showed, innovation in the Philippines is growing, grounded in stronger policies, active universities, and a shared vision for national progress.
