Lhoopa Pushes Inclusive, Data-Driven Housing Solutions

Lhoopa affordable housing solutions aim to simplify and scale homeownership for Filipinos

Lhoopa, a Philippine-based proptech company, has unveiled a white paper that redefines how the country can tackle its housing crisis through technology and collaboration. The paper, titled “From Backlog to Breakthrough: New Blueprints for Unlocking Housing Access,” outlines how data, digital tools, and partnerships can help make homeownership more inclusive.

The study reports that the national housing backlog has reached 8.25 million units. Without new approaches, this number could triple by 2040. Lhoopa argues that the problem extends beyond supply. Access to financing, reliable data, and transparent systems remains limited, leaving many working Filipinos unable to secure a home.

To address this, Lhoopa proposes three key shifts. First, view land as access infrastructure. Second, empower local players with digital tools. Third, streamline financing and ownership systems to make housing programs easier to navigate.

“These ideas align with ongoing government reforms and show how technology allows us to solve old problems differently,” said Marc-Olivier Caillot, Lhoopa’s Co-Founder and CEO. “We can connect the right land, people, and financing faster and more transparently. The goal is not just to build homes but to make ownership attainable for every working family.”

The company points to progress in government efforts, including the Expanded 4PH program and the digitization of Pag-IBIG services. These initiatives, Lhoopa notes, show how digital systems can improve efficiency and accountability.

Through its own tech ecosystem, Lhoopa links brokers, contractors, and developers across the country. This platform has cut project turnover time by half, proving that data-driven coordination works.

Caillot added that these early results should inspire wider cooperation. “We have seen how data and technology can shorten the path to homeownership. The next step is scale. By connecting public and private systems, we can turn the housing backlog into an opportunity for growth and mobility.”
