As the country’s biggest railway project under the Build, Build, Build Program of the Duterte administration, the North-South Commuter Railway (NSCR) Project is poised to seamlessly connect the Greater Capital Region – from Clark, Pampanga all the way to Calamba, Laguna.

The 147-kilometer rail line is set to bring closer the people of Central Luzon, Metro Manila and Southern Luzon through the seamless connection of the 56-km PNR Calamba from Calamba, Laguna to Manila; the 38-km PNR Clark Phase 1 from Tutuban, Manila to Malolos, Bulacan; and the 53-km PNR Clark Phase 2 from Malolos to Clark International Airport in Pampanga.

Together with DOTr Secretary Arthur Tugade, the groundbreaking ceremony for the NSCR project was held in Malolos, Bulacan. This project aims to connect parts of Luzon from Pampanga to Laguna.

The massive rail line is expected to be fully operational by 2023.

Department of Transportation (DOTr) Secretary Arthur Tugade said the project fulfills the central goal of the DOTr to provide a more comfortable life to Filipinos through enhanced mobility and connectivity.

“This project will make it easier for millions of Filipinos in Central and Southern Luzon to and from Metro Manila. This will also expand opportunities for their income, livelihood, and businesses. Once this project is completed, commuting will be more efficient. Thus, people will be able to spend more quality time with their family and friends. This is what enhanced mobility and connectivity means in real-life terms,” Secretary Tugade expressed.

The NSCR Project will dramatically reduce travel time between Manila and Bulacan from 120 minutes to 35 minutes. It is expected to serve more than 300,000 passengers daily starting 2022.

Construction started in February 2019 with the PNR Clark Phase 1, which stretches from Tutuban to Malolos, and includes 10 stations with a depot in Valenzuela City.

Malolos Station will then be connected to Clark through the 53-km PNR Clark Phase 2, while the Tutuban Station will be linked to Calamba via the PNR South Commuter Line, creating one seamless and integrated commuter railway system.

Key stations are located in Metro Manila and the nearby provinces of Pampanga, Bulacan, and Laguna. These include the Clark International Airport (CRK) and San Fernando in Pampanga; Malolos and Bocaue in Bulacan; Caloocan, Tutuban, España, Buendia, Nichols, and Alabang in Metro Manila; and Sta. Rosa and Calamba in Laguna.
